Department Management Dear City Council Essay

(2010). If the Lowell Police Department is able to receive ARRA funding from the COPS program, additional layoffs can be averted, while building a rapport with the community. Many lessons became evident, when we were undergoing the painstaking cuts for the police department. One lesson that could be the most valuable is: understanding the community and its needs. Therefore, all of the City of Lowell's departments appreciate the camaraderie established through the process of budgetary cuts. As they are working together to: provide as many services as possible to benefit the community. Once this takes place, it means that the government is more efficient and responsive to the needs of the people.

While cutting any budget is an experience: a department head, staff, and the community never want to face these kinds of issues again. This is because there are some important lessons that are learned (even after suffering through: the regretful practice of laying off employees). as, it takes every ounce of lingering optimism to: seek opportunity during these challenging times. Opportunities were located during the late night board meetings, as managers in: the police department and all the other agencies threw their budgets on the table. Everyone wanted to work with one another to see: where they could combine services, save costs, and protect jobs (by sharing employees). Opportunity appeared as the Lowell police staff and residents opened communication lines. This was a part of an effort to: determine...

All the civilian and sworn staff, thoroughly understands their roles along with their growing functions to assist other departments. As the compromises, negotiations, hand-shakes, and can do attitudes; have allowed for these cuts to be made (without affecting the overall quality of services that are being provided). This is significant, because it is highlighting how this strategy can help compensate for some of the $5 million shortfall that the city is facing.
Sincerely,

Superintendent of the Lowell Police Department
